Studied Overseas : To give equivalency to degrees or credentials earned from foreign educational institutions, UGC has created and published norms for the first time. This provides students who have completed their studies at foreign universities or who have completed their studies up to the 12th grade overseas with an equivalency certificate for further education, a PhD, or research in India. Students can apply for this through the web portal that UGC has launched.

To provide equality between degrees from overseas universities and Indian degree programs, UGC establishes a portal.
According to these new regulations of UGC, a student who has studied abroad will have to apply on the online portal and pay a fixed fee for it. After applying, a standing committee appointed by UGC will verify it. In which, what the student has studied abroad, what type of study he has done, how many credits he has obtained and whether he has the necessary credits for the program in the university or college in India in which he wants to study and whether he has studied the necessary subjects for the program or not will be verified.(Studied Overseas)
A student must have studied overseas for at least 12 years in order to receive an equivalency certificate to pursue UG in India after completing their studies up to Std. 12. Students who have taken courses overseas will be required to submit a transcript in English if the language of instruction is neither English or the Indian constitutional language.
These UGC regulations state that a student does not need to obtain an equivalency certificate if they have completed dual degree programs or have an MOU inked with a foreign university in India. Aside from this, studying at international universities founded in India does not require obtaining an equivalency certificate.
Equivalence Certificate for Jobs in India :
In India, the equivalence certificate will be valid for study and research in any university or college or central university or deemed university. In addition to UG, PG or PhD and research, the equivalence certificate issued by UGC will also be valid for jobs in India. That is, in India too, when the degree of foreign students is verified in many government and corporate jobs, it will be easier for them with the equivalence certificate.

Jagadesh Kumar, students who studied overseas from high school to college will gain a great deal from this equivalency certificate for further education and employment in India and will be able to obtain it quickly and simply thanks to this transparent, technology-based new procedure.

The UGC Secretary claims that the system the UGC has created to confirm the academic credentials of students attending foreign colleges and institutions will allow for the validation of degrees, programs, and credentials from over 200 nations. If the student is unhappy or has any objections after submitting his application online, he has 13 days to file an appeal, after which his application will be forwarded to the review committee.(Studied Overseas)
New rules to get equivalence certificates for foreign degrees :
With a few exceptions, the equivalency certificates will be accepted in all UGC-accredited academic institutions, for research and higher education, and for employment in situations where a UGC-recognized degree is necessary.

A notification was sent out on Friday regarding the University Grants Commission (Recognition and Grant of Equivalence to Qualifications Obtained from Foreign Educational Institutions) Regulations 2025.
